I thought my power seats and rear heater were toast after being submerged in salt water. NOPE! Very simple to take apart, clean and reassemble. Worked for all of mine and it's fairly quick.
This is for the seats but the rear heater fan is basically the same.
First of course check to ensure that you have 12V at the power plug to rule out a power issue.
Remove seat with (4) 14mm bolts
Remove motor with two phillips screws
You have 3 basic parts
Brushes/Armature/Field Magnet
Clean all of these with either carb or brake cleaner, wire brush and/or sand paper. Primarily shining up the contact area of the armature where the brushes ride and where the field mag rides/ the brushes themselves and the slides that they sit in/ finally the field magnets themselves.
Bend these (3) tabs back with needle nose pliers to remove the cap/brushes

There's a trick I found to getting them all back together. Pull the brushes apart to drop the armature back in the cap. Then find a screw that will hold it in place. Then you can slide the armature back into the case/field magnet. W/O the screw in place the magnet will just yank the armature out of the cap.
Bend tabs back in place and bench test
I did this for five different motors that appeared to be burned up. Saved a lot of $$
