Good, Cheap LED Headlights/Fogs that fit 2016 T4R
I thought I'd share my experiences searching for H11 LED headlights and fog lights for my '16 TE. (H11 and H16 are the same interface - H16 is lower power for the fogs)
I did quite a bit of research and decided there were enough fitment problems with these LED lights, I wanted a solution that offered easy returns - so I selected only Amazon-available lights. Even other more expensive options such as Razir bulbs from HIDeXtra | HID, LED, Xenon Vehicle Headlight Kits & Bulbs seemed to have installation issues.
My first two bulbs were from Hikari and Nineo:

Big warning, Hikari "H11" bulbs do not fit the 4runner at all. Neither the bulb socket nor the electrical plug fit. I'm not sure what's happening with the Hikari bulbs, but I frankly don't think they're H11 at all.
Next up, Nineo. These bulbs do fit the electrical plug, but the outer housing on the back of the bulb is to big to fit in the bulb socket. This is because there's a metal housing around the socket making fit tight. It's this housing that requires special care in selecting right LED bulb for the T4R. This bulb however fits the fog lights fine and it's SUPER bright. The fans however are modestly loud with the engine off. Loud enough where someone would ask you what the humming noise is.
So since neither of these bulbs worked for the headlights. I kept trying more. Next I tried the Simdevamna H11 LED bulbs.

My expectations for these bulbs were low, being the cheapest I tried. But they're EXCELLENT! I can't speak to the longevity, but the fitment, noise, and light performance is great. These bulbs should be honestly be more than the others since the power supply design is better. Most of the other LED bulbs I researched requires a separate transformer to power the bulb. This transformer design draws more current, produces extra heat, takes more room, and requires a mounting solution (for the fogs). The Simdevamna has NO transformer AND has a much quieter fan. It's very slightly dimmer than the Nineo, but it's a great performer nonetheless.
In the headlamp sockets, the bulbs produce a smooth white pattern, somewhat brighter than stock. See comparison here: (stock-left, LED-right)
Installed with both LEDs:
I will be buying two more of the Simdevamna, as they're superior for the fogs as well because of the transformerless design. And they're very bright in the fog sockets. I'm glad I bought from Amazon for easy returns as the Nineo are going back now too.

Thanks for posting, this should help some folks here.
I'm running Hella Micro DE fogs, it's a projector halogen and has outstanding performance. I've read online that people swap in HID's with even better results but for now I'm keeping it simple. Since we're on the topic of fogs I'll leave the listing here. They bolt right up to aftermarket bumpers but they have other options that may install easily in the factory lower fascia. I'd call Susquehanna Motorsports to confirm.

For LED fogs, there is groupbuy on tacoworld right now on the morimoto LEDs fogs. Mine are on their way, i think the group buy took off around $37. Excited to try them out.

yeah , LEDS dont project light as well as HIDs, try a trs hid bulb and youll be happy. also cheap shit breaks and is unreliable, hence the cheap.

yeah if you run cheap stuff leave the stock headlight bulbs in the vehicle for when you need them
even with the xenon depot HID kit which has great reviews i still carry the stock bulbs just in case

I picked those up and have been pleasantly surprised. The push out a significantly more lumens than stock and look pretty sweet. The color is more yellow and not very amber if that's the look you want. For $29 it's hard to beat, and if you don't like them...you didn't lose much.

6 month update
Just a quick update on these headlights after 6 months of ownership. The Simdevanma Headlights I bought 6 months ago have worked fantastic. These here: http://a.co/dqatGpV (~$40)
They've been great in both my fogs and headlamps. In both the positions, the bulbs are bright and project nicely. I leave them on full time. They're cheap enough I can leave a spare pair in the glove compartment in case I have problems - but none yet! It's also nice to have 4 of the same bulb for simplicity. Feel free to ignore the LED haters. If you're looking for inexpensive white headlights with a super simple install (and without the headaches of HID, transformers, etc.) consider the SimDevanma.
BTW, to answer the high-beam question - no I didn't change those. I've got an LED bar to cover that.

How are these these days? I ordered some and installed them in my 14 4runner and I'm not convinced the beam pattern is all that great. Can you tell me what position you have the diodes in (up down, left to right)?

The diodes are vertical. No change to the patterns which you can kinda see from the photos. I also recently changed the headlight elevation pattern due to a lift. The bulbs caused no problems for a simple adjustment to this. Hope this helps!

I ended up returning them through Amazon. Changed the collar and all end no dice. Ended up just doing the H9 mod and seem pleased thus far.

No mods at all for me, although mine is a 5th gen. YMMV, hence the beauty of Amazon returns for fitment/evaluation.
Another comment, I did a 3 foot water crossing last weekend with no impact to the lights. Fog lights fully submerged. Pretty happy.
