I find I'm using it more and more just to add a bit of light where I want it. Nothing to overwhelm a shot. I don't like using them when I shoot in low-light. There I just crank up my ISO super high. One reason I bought the D700 was its high ISO performance.

Yeah, if you shoot at night you want to let as much light in as you can, but the more open you are, the more any light source will get oversaturated. Depends on the focus of your shot. Your shot for example. The building doesn't have it's own light source on it, so shooting more open won't effect that. However shooting more open will affect the light sources that are there. The stars and building lights in the background. So if you shoot a cityscape at night, you don't want to be super open or all the building lights will get blown out.
