New 2nd gen. Couple of questions

Picked up a 2nd gen last week and am in the process of working out the kinks in her. My first question is as follows:
What idle speeds should I be looking for? It starts at 2000 and then goes to 1500 once it's warmed up. I've read that it should idle around 800 rpm. The one thing I noticed is that the arm on the tps doesn't touch the throttle after start up. I have a pic to show what I mean.
2nd question: there is a t fitting on the vac line going to the vsv for the pair system. When I plug it with my finger the pair sounds like its farting. Can I just eliminate the emissions system w/o throwing codes? Ohio doesn't smog test I just don't want to throw codes
Speaking of codes I'm getting a 25 code. But I'll dive into that later
Truck is a '93 3.0 5sp w/ 207 on it. Supposedly the hg was done recently but idk. My plans are a 3.4 swap in the future.
