Roof Rack Question

Hi, the roof rack on my '97 4Runner was removed a few years ago and powder coated. I am finally getting around to putting it back on. I have all the hardware but the real problem is the screw inserts that are in the roof. They're all rusted. I found new inserts but have no idea how to put the new ones in as the old ones are anchored in there pretty well. Do I need to take it to a body shop or a Toyota dealer... or what? They are obviouly not meanyt to be removed as they hold the weight of whatever the rack is carrying but I need to replace the severly rusted ones.Thanks for any help.
