Emissions and loud exhausts are two different issues.

You can 100% meet CARB requirements with a straight pipe after the cats. You need mufflers after the cats (in most cases) to meet noise requirements, which is a different part of the rules. Those noise requirements are pretty similar in most states, though now they consequences are a bit stronger in California.

Funny thing, the Dodge Neon SRT4 and the Fiat 500 Abarth have no mufflers - the turbo and cats quiet the exhaust down enough - they have 'straight pipes' from the factory, at least after the cats.
