I've never been
Flashed in on coming traffic... at leased not for my low-beams (I do however, have some very bright LED fogs and a light-bar that I've used at possibly a bad time), but never my for my H-11 HID's! Their output is not harsh, but a soft ice-blue (6,000K) and very un-offensive.
