Yeah, it’s a strange one.
It would be a good data point to read the voltage of the battery cable leads when they are disconnected. That is, the voltage between the two leads.
Before you do the shorting and lights-on step to drain off all the charge as @rigtec described.

Just thinking if there’s a good capacity battery somewhere holding up the +12 v you might get a spark when connecting the battery cables.
