They either didn't install the bolts like they said or failed to use silicone sealant. Dealer needs to own up to the mistake and fix it correctly and make sure there isn't any other electrical damage, mold or mildew.

I say avoid carwash because the brushes tend to scratch the paint,handwashing is always better.
