Except that the pedal commander is just playing man-in-the-middle for the throttle pedal, where-as a tune is a full ignition and fuel re-map (and a transmission control unit flash as well?). I don't know anything about the capabilities of the 4Runner ECU or TCU but you're going to get better results with a full tune as opposed to a little piggy-back device
