I’d definitely give it a good inspection, best case scenario it’s just surface rust under there being a NE vehicle. Worst case your frame is toast.
My rear bolts holding that rear bumper plastic on and the rear hatch latch look much better than yours and my frame under there was pretty gnarly just from all the salt kickup from the rear tires.

Yes I did inspect the frame before I purchased. I bought my 4R used at my local Toyota dealer. They agreed to take the truck down into one of the service bays and put it up on a lift so I could get underneath and check it out. They were pretty cool about it. It really only had a little surface rust as you pointed out.
Not sure why my rear bumper bolts and strike plate are so corroded. My 4R doesn't see a lot of winter miles which is when all that nasty corrosive salt is on the roads. It really is one of the (many) things I hate about living in the Northeast.
