no, if you're replacing with an aftermarket bulb; it should have a rubber grommet that fits and seals the hole after you have drilled the dust cap. If the hole that's drilled into the dust cap is slightly bigger than the rubber grommet than yes i would place tape around it to prevent moisture from getting inside.
