My condo has the same language in the HOA docs, but that is really to prevent vehicles from being up on blocks and in pieces for long periods of time without penalty.
An oil change is so simple that it’s unlikely that they would complain. Also, the oil changes get faster if you are into building efficiency into your work.
This may be helpful for others that are considering simple work at a complex.
