Absolutely NOT OK. A brake pedal going to the floor is a potentially fatal issue. You need to elevate this with your dealer. You need to be clear you are not talking about the whoosh sound at a the front o f the pedal press, but a pedal going to the floor. It should not do that ever, unless you are bleeding the brakes.
