Thanks to all you guys, but this ended up being the problem. The bolt was seized (either bent or rusted) inside of the sleeve it threads into. This prevented it from being able to thread out. Took a Sawzall to it and sliced right through. I kept the bushing on (cut in half) and was able to continue as normal. Hopefully, this can help others with the same problem.

As I recall, it's not a threaded sleeve. It just slides in, until the corrosion locks it in.
