ABS pump motor
I also have a 04 4Runner that had similar issue at 180k. Hard pedal, all lights on and continuous beep! The ABS motor is on the bottom of the master cylinder. It has two electrical connections and two allen head bolts. It’s not real fun to get out but with some creative tool combos you can get it out. Send the motor to...

Motor was repaired for around $300 with shipping and my pedal has pressure again.
