Sounds like something I was dealing with, eventually replaced control arm ball joints and it fixed it a little, drove it around for about 3 months and the drivers side seal in the rack and pinion blew out. Ps fluid everywhere. Now I’m not saying this is what’s going to happen to you but I’d start with the cheapest thing first and then go from there. It may be a new rack and pinion but your in luck, the 4Runners share the same rack and pinion with the Lexus 470 and prados so it’s not like they are hard to find! One guy does a really good video on YouTube on how to take apart the inner tie rods to DIY the whole job. Just make sure you triple the time you think it will take to do.
