4runners use ABS to monitor speed. OP The speed sensors are your ABS. Each wheel has a sensor going to it. Could be that those are bad, maybe dirty or you have some other issues. Pull them, clean them and try again. I had similar issue. For the life of me I couldn’t figure it out. So I installed a Tacoma speed sensor which goes behind the transfer case. And I wired it to my Speedo.
