My discount tire has a machine that says road force balancing, and that's what they used to balance my tires. Not sure if there's anything additional on top of that thats needed.

Sorry, I missed the wheels that you had in your first post.
The best way to isolate the problem, is to rotate the rear wheels back to the front, first. Move only one wheel up front at a time. If you’re issue goes away, then you have eliminated some of the wheels and tires. It could either be a bad tire or a bad wheel. Process of elimination is the only way to figure out what the issue is.
