13/16" is slightly smaller than 21mm (13/16" = 20.6375mm) so it's not surprising that your 13/16" socket fits tighter. It's close enough that both sockets fit but 21mm is the "proper" size socket.
I'm just being nit-picky. Your post is a great resource.
