1999 stock front coil springs are 1" taller than other model years so that's fairly accurate. 2.5" advertised minus 1" for being a 99. Move it up a clip or two. When springs settle they only get shorter not longer. Also, a lift only helps clear larger tires at ride height. If you articulate your front suspension (flex) the suspension still follows the same arc as before you lifted the front.
