You do not need the CARB cats unless you are planning to smog your vehicle in CA. You run just about any cat that will fit/weld in place without a CARB certification.
CARB cats do not have different pipes only a CARB Executive order stamped/etched certification on the cat and a (California) premium price that is required by the smog technician to input for smog.
I replaced my cats with Magnaflow CARB certified and verified with MF that there is no difference in build other that the certification. Hope this helps.
