What SN_85 said is correct. They may retain a little water but it shouldn't cause any issues. If the water was to seep out at the end of the bar it would just run down the face of the bracket and drop harmlessly on your roof. It wouldn't even have access to the inner part of your roof rail (which is open to the weather anyway).
If corrosion was an issue I understand. The only part that could possibly rust is zinc phosphate coated and is made for this type of application. Everything else won't rust or corrode due to the properties of the material.
What was your concern specifically? Maybe I can answer that better.
