I didn't try doubling the wave washer, but I can see how it would help.

If you get your hands on a mid 97 to 2002 (which is a different part number than the one we are discussing) I'd like to see what has changed and if any parts can be updated in the old shaft.

I think the main difference is the top joint to the steering shaft. I think it's smaller diameter in our old ones that do not have the slidey, collapsey bit in the column.
