Doesn't anybody bother to RTFM anymore?
The 4R, as with many vehicles, (frustratingly) disengages and forgets the set cruise speed when the vehicle slows below a certain speed...probably 35mph, IIRC. And yes, there are some vehicles where you can hit resume from a dead stop and it'll return to the set speed...or at least remember the set speed and allow you to resume once you get above some minimum threshold. It's likely the specific functionality depends on the product liability opinion of the attorney for the company that actually designed the speed control module for a particular vehicle brand.
