I am willing to bet a claybar and paint correction will take out the darker spots no problem. Then all you need to do is just have the tiny dot done PROPERLY with touch up paint. If scuffed, touch up painted, then fine sand and buff you would barely ever be able to notice that tiny spot once fixed.
Not worth having the ding on carfax, $500 out of your pocket, and the risk of the entire hood not blending well with fenders. Especially since the paint on these things chips if you look at it wrong.
