I used some particle board to fill the low areas, then a nice 1/2" hard plywood, with aluminum L track and a soft rubber/foam mat material on top of the plywood. I think my cost all in was like $250, most of that being the L track.
I hated the damn tray. The sliders wore out quickly and would rattle around on bumpy roads.
