I saw the little vent tube between the tcase actuator and tcase was disconnected at the actuator, and I got into some pretty deep water the other day, so that doesn’t bode well for my tcase actuator...

Disclaimer: I have a 2000 which is a vacuum operated front diff actuator. 2001-2002 use an electric front diff actuator.
On mine there is a switch on the front diff.
The transfer case actuator controls the 2hi/4hi/4hi locked shifting and the transfer case shift lever manually changes the high and low transfer case gear selection. My assumption is that your transfer case actuator got water in it and fried. If you can find a pinout for the transfer case actuator you can apply power and ground to the actuator. If the actuator is good then it will shift. I did this on a lift so there wouldn't be any drivetrain binding. You may want to put all 4 corners on jack stands to avoid any drivetrain binding that may be present.
