IDK what to do for my suspension HELP

So I just bought a 1999 4Runner and it needs some suspension work. I found a 16 Piece kit on 1AAuto. It's from TRQ. I'm just concerned because it's $358.95 and that seems really cheap. Is that just because it's an OE replacement and not a lift?

If you recommend against this what would you recommend for a near OE replacement of shocks struts and coils? I don't want to lift it right now cause it's just not in my budget. I'd be willing to lift a bit if it's affordable no more than 1.5" though.
