As a guess. I would say a previous accident caused that damage. I see what you mean as the fender flange lip is cut off at some point.

Deer got my drivers side fender bracket on one of my rigs and messed the fender and the fender bracket some. Plus the front bumper with bumper bracket.

Check and see if your fender bracket is good and not bent. They bolt on and can buy new ones via Aftermarket if not available OEM..

Might be easier just to replace the fender and have it blended in to match your color for that fender lip. If you want that lip back. For that position and location would make it very difficult to put a new replacement lip on that fender. That is if I am seeing everything correctly..
