A Google search of "4Runner ABS light on but no codes found" yields the following information.

Toyota ABS Light Reset Instructions "Toyota ABS codes can not be read or reset with a generic OBD-II scanner designed to access the engine module. To read, clear, and reset the Toyota ABS light, you will need a scanner to work on Toyota and access the ABS module. " What scanner is AutoZone using to read codes? My OBDLink MX+ is designed to read ABS/VSC/TRC module codes when I download Toyota specific diagnostics to my iPhone. I'm wondering if the scanner used by AutoZone is limited to common engine module codes for most vehicles.

VSC/ABS Lights On, MIL Light Not On - No Codes? describes a similar issue on a 4th generation.
