I believe you have ATRAC (electric brake booster assembly). My 2000 Landcruiser has the same ATRAC and the sticky paddle is somewhat common on LandCruisers. I installed another return spring and problem solved.
One of the possible issue is the seals inside the brake master pump sticking with the bore. If you want to fix it correctly, you will need to install the piston that comes with the seal. That will take a lot of time, (probably best to rebuild the ABS motor if removed) and bleed the brakes.
