You might be able to use an airbag bypass tool like this Amazon.com: ihreesy Car SRS Airbag Simulator Tester,Universal Airbag Simulator Tester Fault Finding Diagnostic Repair Tool Testing Instrument Fit for Car SUV Truck : Automotive

I haven't tried that, but there's no reason it wouldn't work. There's probably a $5,000 Toyota tool that does the same thing.
