I run the stock headlights (no LED).
They both come on instantly when I turn them on.

Toyota ballpark aims the headlights. The dealer doesn't touch them unless requested by the customer.
I parked my 4runner about 3 car lengths behind one of our other cars. The low beams were shining over the car (Dodge Magnum). I adjusted them down, where the "cutoff" was just below the Magnum mirrors and back window. Amazingly, they now illuminate the road in front of the 4runner!
