Yes, the upper spring seat is integrated into the cone bump stop. I don't know the exact thickness, but it is non-trivial extra height. The cone bump stops won't limit flex (they don't engage before the frame stops when flexing). They will keep it quiet and keep the rear springs centered better in the upper pocket.
