I’m not looking for showroom clean here just passable from 5 ft away. I’ve tried some satin flat black touch up paint but it doesn’t seem to have the coverage I’m looking for. Thoughts?

A couple suggestions:
1.
Insane curb rash alloy wheel refurbish - restoration - YouTube
2. There are many places you can get wheels refurbished to like new, often on an exchange basis. Hub Cap Heaven and Wheel Enhancement come to mind.
3. You might consider getting different tires. For example, the BFG KO2 tires have a wider tread (in stock sizes) than many other brands. Thus the tires grab the edge of the rock so your car doesn't slide down the side of the rock to damage the wheels.
