I tried different fan speeds but the blower didn't run. I checked the white-blue wire and there's no current. But the relay on the evaporator box clicks. I'm now starting to think that it's a wiring issue, not a worn old part.

Did you check for 12V at the blower motor while the fan is supposed to be on?
