Cheapest? Probably find somebody who is parting out a non-transponder 4Runner and get a fully key and lock set, then swap them out (DIY).
Still a pain, but likely also a reasonable price - find a good locksmith and take the 5 key cylinders to be re-keyed to the same pinning.
Otherwise, the dealer *might* still be able to get a full lockset new from Toyota.
