Sounds very simple!

PS - here comes a dense question… it’s ok to splice together the two wires? Isn’t one hot and other neutral?

And yes, I do want them to go off when headlights come on, I really want them to be function like a DRL.

They are run in series on your year. So the passenger side has positive and negative but the negative side goes to the driver’s side positive instead of ground. You’re essentially changing them to parallel. Could accomplish the same thing by jumpering the two together on the passenger side and taking ground and positive on the driver’s side for raptor lights. Both done via 9005 extensions. Passenger is a small loop on the male plug and driver’s you solder the raptor lights in.
