Front axle dust cover with holes

I recently discovered I had holes in my front axle Dust covers . See pic.
I had two BRAKE jobs over the years at MIDAS as this car is 10 years old now. And basic lubrication fluid changes services at TOYOTA service center. nothing has ever been required to be replaced or serviced on my axles or wheel bearing.
I am just trying to figure out who would’ve had the need to remove the dust covers and use the improper technique to remove them and then damage the covers.
What do you think?
