Remember its behind the rear tire. There is a cover plate you can buy to cover it. The vent is for the air pressure inside the cabin. It has a rubber flap behind vent. Owners claim exhaust smells get into the interior and I wonder if your noise is getting in thru it also. If you lay on the ground you should see it or feel it. Try covering it to see if it helps.
