I believe if you see 2 Cats underneath thats a good sign that it is.

Or if you have an emission sticker that says California Emissions, that too would be a good sign. Why do you ask?

I thought they all came with 2 cats, I have the 2001 limited model and I have to 2cats ( well one now) but I did have two. If thats the case then what else makes it a california model and how can you get rid of the cali standards??

OBX headers and borla exhaust future mods to come are level 10 torque converter and upgrade my valve body,and maybe a lift.

Usually the sticker under the hood would say something about either 49 state emission requirement or california requirements

The Cali./Fed exhaust only applies to 1999 and 2000. The two cat system became the Federal standard for all 50 states in 2001. The one-cat system was the Federal standard for all 50 states in 1998 and before. You are stuck with the standard the truck was born with forever under Federal law.

Have the dealership run the vin or as stated above look at the emission sticker under the hood it should state the year of vehicle and whether it's a California or federal emission, the amount of cat doesnt determine the emission, from my understanding early 99 and before has one cat and mid 99 and later has two cats.

No. All Cali.'s have two Cats in 1999 and 2000. 49-state rigs have one cat in those years. There are lots of 49-state 2000's with one cat out there. All 4Runners have two cats 2001 on. See my post above. Counting the cats is actually better, because the language on the labels is quite confusing if you don't know what to look for.

So you're saying don't go by the sticker, go by how many cats it has? Cause mine says "CATALYST" on the bottom right but says, "...regulations applicable to gasoline-fueled 2000 model year new lev light duty trucks AND to california regulations applicable to 2000 model year new lev light duty trucks"
What is the difference between the actual engines fed vs cali? I'm asking this because mine has a dead cylinder and needs new rings but I don't feel like rebuilding mine because it would take too long. I just want to do a engine swap.

I don't believe it is. All the parts systems that run on VIN always show Cali. and non-Cali. parts for my truck, including the dealers. They have to go to the build sheet.

See, that's my point. That language can occur on non. Cali trucks as well. There is MORE verbiage about "placed on sale in California" on the Cali trucks and '99 and 2000 labels are different. There are many different versions. Just count your cats and avoid the confusion.
The main differences are not in the engine, it is the exhaust system and the ECM. But I don't know for sure about a swap.

Turns out, its in the 4Runner user manual. It is in my 1999 4runner manual. Page 174. If you have 1 cat, its non-California. If you have 2 cats its California emissions. Mystery solved for 1999.
