is this considered sagging?

I know the 3rd gens are notorious for rear sag so i measured the height from fender to ground on my 02 2wd. The front is 33 3/4in, the rear is 34in.. this was parked in my driveway too with a slight incline..
I found measurements here: 4Runner Ground Clearance
Im assuming they are 4wd measurements

Sounds like you are sagging. I have a 2.5 inch lift with stock size tires (for now) I am getting about 37 inches on a level ground front and rear.

I have an 02 Sports Edition 2wd. I do not believe that 4wd springs are longer because, when I asked measurements from people here I got around the same numbers they did stock on there 4wds stock.
