Multi misfire P0300, P0301, P0302, P0303

My 4Runner 1998 V.6 with 217k I had a misfire on 3 cylinder 1, 2 and 3.
TB and water pump has been replace at 157k, Alternator just replace, starter is rebuild.

Here is what I have done so far testing.
1. Replace spark plugs (NGK) and ignition wire (NGK)
2. Test ignition coil resistance getting good reading 11.4 ohm
3. Test ignition coil with ignition tester fail around 25Voltage will only get spark at 10Voltage 15V.

I am starting with the basic first and will move on to fuel and vacuum line if everything fail.

So my question is when replacing the ignition coil do I just get a new spark plug boot only or do I have to buy the whole ignition coil. Do the whole ignition coil is bad or is it just the spark plug boot if I can avoid buying the whole ignition coil that would great since I'm low on cash due to the holiday. I hope someone that has replace ignition coil will shine in.

When did you get the code? Had you done anything to the truck?

Those error messages point to either a bad coil pack or plug wires out of order.

I replaced the plug wires on my truck and they came with the boots (the first pic I see)- your second pic is of the coil pack (at least on my phone).

New wires will include new boots. The coil packs will probably not come with the boots as those are usually included with the wires.

I got the code about 3 week ago I have not done any replacement part yet.
I just replace the spark plug(NGK) and did the basic trouble shooting with the multi meter. I'm thinking about replacing the coil pack but like I say in my OP I wonder if I just replace the spark plug boot would that make any different.
I also wonder does the ignition coil ever went bad on these 4runner.
The ignition coil is the original that came with my 4runner and has 217k.
The spark plug wire are new just replace(NGK) it this summer.
