Passenger side noise, sounds like blower is on

Recently my truck started making a noise that sounds like the blower is on when the fan is in the off position. It does this as soon as the key is turned in the ignition. Its coming from the passenger side and it just sounds like a lot of air moving or the white noise from the radio (radio is off). Has anyone else had this happen?

My truck is a 99 4Runner Highlander edition.

Do you have the optional rear seat heater? If so, it's possible that it is turned on.

The rear seat heater fan and heater core (if equipped) are under the front passenger seat. The controls would be on the back of the center console.

You know what I think thats probably it. My wife turned on the backseat heater a few weeks ago to keep the baby warm. I'll check it out.

These blower motors don't last and are made in Mexico. Had to replace one in my 2005 4runner (150,000).

Blower motors only last so long. Mostly they get noisy and louder and start slowing down before failure.
