Sounds like something is likely bent in the steering linkages, TRE's, stuff like that. I'd probably take it somewhere else for a diagnosis as that will be MUCH cheaper than replacing the rack based on someone's best guess (as he was not able to identify the damaged component).
What you could try, is getting under the truck with it in park, and running, and have someone try and turn the steering wheel back and forth so you can look at what's happening, and maybe identify where the problem is yourself. That's where I'd start anyways.
