Trouble turning wheel to the right in parking lots and low speeds

1996 3.4L 134,000 Miles. Involved in a front right fender bender due to snow from previous owner.

Problem: When I'm parked or parking(low speed/low rpm) I have to put almost all my strength into turning the wheel to the right. Going 15 mph+ the problem goes away, It works perfect turning left under all circumstances. Power Steering fluid levels are satisfactory.

Mechanic said he cant see any external problems and his solution is to replace power steering pump and rack for $1200(ugh). I would rather address this myself if possible (4 out of 10 internet taught mechanic). Anyone have idea off the top of their head? Where shall I start?

Sounds like something is likely bent in the steering linkages, TRE's, stuff like that. I'd probably take it somewhere else for a diagnosis as that will be MUCH cheaper than replacing the rack based on someone's best guess (as he was not able to identify the damaged component).

What you could try, is getting under the truck with it in park, and running, and have someone try and turn the steering wheel back and forth so you can look at what's happening, and maybe identify where the problem is yourself. That's where I'd start anyways.
