How do I change my battery cables?

1997 4runner, 2WD, 4cyl. My battery cables are in a plastic tube along with wires from the fuse box. The tube leads downward into the engine; two wires go into the starter, I can't see where the other two go. Are the wires attached to the starter from the battery, and should I remove the plastic tubing myself or let a professional? The cables aren't attached to the battery anymore, so can I remove the tubing from the wires without risk of shocking myself? Plus there's electrical tape on everything (the person who owned the vehicle before me ghetto rigged everything they could), and the wires are so corroded everything is fused together. If anyone has pictures they can use to diagram the procedure I'd really appreciate it.
