Should all new brake drums have balance weights?

I have a mild, high speed vibration after all the maintenance I recently did on the 4runner (axle seals, 100% brake rebuild, shocks...) and was just curious if new drums should have balance weights. The ones I got from Napa have none. All the parts stores around me describe their drums as being "precisely balanced for smooth operation" yet being made in China and marketed towards DIY car folks I'm skeptical.
So what have you guys seen when buying new drums? Weights or none?
Lets ignore other sources of vibrations in this thread.

I have never seen balancing weights, as they should be forged balanced. But non-OEM brake stuff is notorious for being out of true and this pertains to both the drums and rotors.

Not sure about replacement drums, but my original Toyota drums on my 4runner do have some small balancing weights on the outside.

Thanks guys. I called around and none of the aftermarket drums around me for the 4runner come with balancing weights. While I know I could get OEM's for twice the price, I'll live with the potentially less than perfect balancing of the Napa parts.

Have the rear drums turned they could be out of round. Be sure your rear shoes are adjusted properly. Have the tire balance checked. Replacing the axle tube seals are really easy so is dont see that causing a vibration issue.
