Replace Seat Belt ?

going to be replacing both front belts on my 2002 4runner. the pass side I did the retention to several months ago. all was well then it locked in the retracted position. had to remove retractor and then it freed up. well a couple weeks go by and same thing happened again. just before it happens or as it retracts the final time I hear what sounds like a zip-tie being tightened....you know the sound.
anyone got an idea on why this is happening? I did read on here that the neg battery cable should be disconnected for 90 sec prior to messing with the retractor. true or not?

anyone? just curious if I may have caused the current one to fail.
