No seal between the balancer and timing gear (no need for one), only the "ring" that hold the timing belt on. It's flared so it has to be on the correct way.
I believe on the early models, the spec was 184 ft/lbs. The bolt is supposedly a replaceable item. I reused mine. It's not like a head gasket bolt where stretching could occur and affect the critical tolerance of the torque and "gap" between the head and motor. The torque for my 2000 was 217 ft/lbs and I used a little blue Loctite for piece of mind (NOT the Red stuff)
